CPL have partnered with our valued client The Northern Ireland Civil Service (NICS).

They work to develop and implement government policies and deliver services to

the public. This position sits with the CPD within The Department of Finance,

and they are looking for a SPTO Architect to join their team on a temporary 9-month contract, with possibility of extension.

Hours – 37 hours per week (09:00 – 17:00)

Pay Rate- £20.66 per/hr

Location – DoF, CPD Property Services Division

Benefits – 37 days per annum / Flexi time

Job Description / Specific duties

Construction and Procurement Delivery (CPD) is a Core Directorate of the Department of Finance (DoF). Its role is to develop and establish the policy framework and best practice public procurement for the NICS and the wider public sector.

CPD is made up of five Divisions:

· Policy and Performance Division

· Supplies and Services Division

· Construction Division

· Health Projects

· Property Services Division

Architects are employed within CPD Education Advisory Branch (EAB) to provide procurement and construction related design and cost advice to the Department of Education (DE) in relation to the delivery of its Schools Capital Programme, including Nursery, Primary, Post Primary & Special Schools.

EAB assist the following branches within DE; * Major Works Capital Investment

  • SEP Capital Investment
  • Estate Admin/Policy
  • Estates Operations Team
  • Area Planning

EAB plays a key role alongside other education stakeholders and technical experts in the development and production of guidance on the requirements for school buildings as listed below:

– Schedule of Accommodation

– School Building Handbooks

– Cost Limits

– Policy Statements

Reporting to a Principal Architect, the post holder will provide a wide range of architectural and Project management services across the RIBA Plan of Work stages 0 to 6, i.e. inception to completion.

Typically, projects can take the form of new buildings, extensions, and major refurbishments.

The main duties and responsibilities of the post holder will include:

· Managing multi-disciplinary teams on construction projects to provide an architectural service.

· Provide architectural and construction procurement advice to Client Departments and other public bodies.

· Scoping studies, building surveys and drawings as described in RIBA Plan of Work.

· Appointment of Consultants and Contractors.

· Contract administration.

· Assessment of architectural submissions from external design teams.

· Implement Northern Ireland public procurement policy on construction projects; and,

Provide a professional interface with clients and other professionals.

Essential Experience/Qualifications

Applicants must:

1) Be a registered Architect with Architects Registration Board [Please provide registration number]


Have at least 3 years’ post RIBA Part 3 qualification experience gained within the last 7 years in architecture

Desired Experience/ Qualifications

Experience of delivering projects in line with Northern Ireland Public Procurement Policy

Experience designing and/or managing education projects
