  • Hybird working – 2 days in office/on site based in Ealing, remainder from home


  • To support the Head of Asset Management – Commercial, in ensuring that the estate management of the Council’s land and property portfolio is properly undertaken in line with RICS best practice, codes and guidelines
  • To identify, report and deliver on potential opportunities within the Council’s portfolio to drive growth and reduce risk through effective Estate Management
  • To optimise both the financial and socio-economic return to the Council through continuous improvement management of Lease Events
  • To operate in the corporate landlord capacity for internal stakeholders in accordance with RICS best practice and guidelines
  • To provide advice on property matters to the Council in accordance with RICS best practice and guideline


� To support the Head of Asset Management – Commercial in preparing and delivering the monthly Estate Management budget, monitoring reports, hosting monthly arrears meetings, reviewing specific recommendations in respect of debt collection

� To proactively manage the Council’s tenanted property portfolio ensuring lifecycle costs are programmed, statutory responsibilities are met and management schedules and dashboards are maintained and updated

� To lead and manage the Property Telecommunication portfolio including the interaction with any future digital strategy, utilising appropriate external resources as necessary

� To lead on all RPI and other Indexed rent review Lease events, together with service charge indexed reviews. Responsible for the management and undertaking of these lease events, ensuring they happen in a timely manner and optimising rent and service charge collection for the Council.

� To be responsible for void management across the Council’s commercial portfolio of c. 400 leases including proactively monitoring potential voids and putting in place mitigating strategies against voids. Ensuring all voids are in compliance with the empty property policy and insurance provisions for empty properties including instruction of works where necessary.

� To be responsible for providing the Council’s Managing Agent with instructions to market commercial property, evaluating offers and writing officer decisions for the recommended course of action.

� To assist in the monthly reconciliation of invoices and financial reports from the Council’s Property Management Agents to ensure appropriate distribution to budget codes and enabling financial forecasting

� To provide property advice and support to the Head of Asset Management – Commercial, the Assistant Director of Strategic Property and Investment, Directors, the Senior Leadership Team and Councilors on Estate Management property matters in line with RICS best practice, codes and guidelines.

� To produce Officer Decisions, reports, petition responses, responses to FOI and Member updates as necessary

� To oversee the Council’s Managing Agent in the service of interim and terminal schedules of dilapidation to ensure the Council’s policy is adhered to and that Service is in line with Policy and Lease Agreements

� To lead and motivate direct reports and the wider team using effective communication and leadership skills

� To identify training and development needs within direct team, ensuring continual professional development of self

� To adopt a culture of continuous improvement and championing strategic change and direction

� To be responsible for ensuring maintenance of their own RICS qualified status


1. * Detailed knowledge and understanding of estate and property management

2. * Able to manage complex property portfolios

3. * Working knowledge of the Landlord and Tenant Acts 1954 Act, the Landlord and Tenant (Covenants) Act 1995

4. Proven communication skills with the ability to provide a clear and articulate overview – both verbal and written

5. Demonstrates resilience and utilises strong organisational skills to deal with competing demands


1. * Experience of successfully managing a mixed portfolio of property assets, ensuring that all landlord and tenant matters are dealt with, including ensuring lease compliance

2. * Experience of preparing and analysing options for Lease events to drive value and optimise outcomes

3. Experience of advising on Property Risk

4. * Experience of managing and reporting on property portfolio budgets

5. * Experience of managing contractors and consultants

6. * Experience of writing clear and concise business cases for both financial and social-economic outcomes


1. * A degree, preferably property relate

2. * Member of the Royal Institute of Chartered Surveyors (current) with qualified experience
